Ukrainian President Volodymyr Zelensky on Saturday described the 1994 Budapest Memorandum as ‘a piece of paper’. He stressed that Ukraine will not accept any peace agreement with Russia that does not contain strong and enforceable security guarantees.
Zelensky said on social media platform X, peace is better than war. But this cannot be the price of Ukraine’s sovereignty and security. He called for a ‘just and lasting peace’ agreement that could not be undermined by any future aggressive actions by Russia.

‘There should be strict security guarantees in the agreement for lasting peace’
He said, peace is better than war, but not at any cost, because we have already paid a heavy price for it. A just and lasting peace is important for us. A peace that cannot be broken by the will of Putin or any leader like Putin. It is extremely important that there are strong security guarantees, so that no enemy can even think of attacking us again and has no real power.
What is the Budapest Memorandum?
Regarding the Budapest Memorandum, he said that this agreement failed to protect Ukraine. Under this memorandum, Russia and other countries had assured security to Ukraine. In return, Ukraine gave up nuclear weapons inherited from the Soviet era.

‘Budapest memorandum just a piece of paper’
He said, I do not see the Budapest Memorandum as any agreement. I consider it just a piece of paper, because our territories were occupied and many people were killed and this agreement could not protect us. I don’t consider it to be strong or effective. The Ukrainian President also said that any future peace agreement should not be limited to the mere signing of a document, but should set out clear consequences in the event of a new aggression.

He asked how Ukraine’s partners would react if Russia attacked again and what concrete measures would be taken to prevent aggression. Zelensky’s statement comes at a time when global powers are discussing possible ways to end the war and Ukraine is demanding long-term security guarantees to prevent future Russian aggression.
